The government, which had moved a minimum five persons, disagreed with the reduction to three, but parliament, which has the final say, voted in favour of the amendment put forward by the Constitution and legislation committees. Most amendments moved in connection with the associations bill was adopted. The new law enables foreigners to establish and become members in associations, with no distinction made between them and Croatians. Associations are permitted to perform activities that earn money, with certain limitations in the use of income earnings. The registration of associations is decentralised.
