the government sent into parliamentary procedure Thursday, to

On behalf of the state-level coordinating body of war veterans'
associations, Djuro Decak told reporters the draft law was the
result of the bad economic situation, and it was the joint stance of
the associations that the moved text be amended.
He cited several critical remarks to the new legal solutions, which
he said were frequently below the standard advised by the World
Veterans Federation.
Minister Pancic applauded the fact that the Parliament would not be
discussing the bill in urgent procedure, so there would be time for
some of the criticisms to be accepted.
The minister said that in passing the law, he would insist on as high
a degree of political agreement among all political subjects as
possible, because, he said, "this is not a one-time law. We are
trying to pass a law which will be valid for a long time and which
will not be amended often."
Pancic also thought it was important that the law be synchronised
with the economic situation in the country, and that it be
"implementable in real life and more just."
"This is not a law which is passed to save money, although it will
save money. Instead, our goal is to pass a realistic law which will
be abided by at any time," Pancic said, adding that the new law would
incorporate more than 90 percent of existing entitlements, the
funds for certain entitlements being changed only in some
provisions.
