PODGORICA, Sept 20 (Hina) - Montenegrin President Milo Djukanovic announced Thursday he refused Yugoslav President Vojislav Kostunica's new invitation to discuss the future of the Yugoslav Federation and the status of its two
republics, Serbia and Montenegro. He explained Montenegro was always open to dialogue, but not at any cost, adding he and Prime Minister Filip Vujanovic hadn't gone to Belgrade for the scheduled meeting because also invited was the Yugoslav Prime Minister, Dragisa Pesic. Montenegro does not recognise the federal Yugoslav government, because it was created through former President Slobodan Milosevic's "constitutional coup d'etat".
