PRISTINA PRISTINA, Sept 15 (Hina) - United Nations Civil Administrator in Kosovo Hans Haekkerup signed a Rule book on the executive structure for provisional self-government in Kosovo, it was announced in Pristina Saturday. According
to the Rule book, Kosovo will have its president, prime minister, and nine ministries, one of which will be entrusted to a representative of the Serbian minority, and one to a representative of other minority groups in Kosovo. There will be no defence or foreign ministries. UN Mission in Kosovo spokeswoman Susan Manuel stated the Rule book represented a constitutional basis for temporary autonomy. The document will regulate the work of the parliament and other governing structures to be created after the November 17 general elections.
