economic and social changes, Croatia has made considerable
progress in combating racism, anti-Semitism, discrimination, and
intolerance, even though there are still many problems, the
European Commission against Racism and Intolerance (ECRI) said.

Serious problems in many key aspects of life in Croatia continue to
be present, primarily in the attitude towards the Serb and Romany
communities.
Despite good will on the national level, the situation on the local
level causes concern, especially in formerly war-struck areas
where even local authorities are sometimes discriminating, said
the ECRI. The situation is exacerbated by the difficult economic
situation and the unfinished reconstruction of the local
infrastructure.
Croatia's authorities have been recommended to take further action
in combating racism, discrimination and intolerance in many
areas.
