SKOPLJE, June 28 (Hina) - Shooting can still be heard in the areas of Kumanovo and Tetovo and the village of Aracinovo is under the control of Macedonian police forces, Macedonian army spokesman Blagoja Markovski said. Macedonian positions in the village of Umin Dol in the Kumanovo area were the main target of Albanian attacks which lasted throughout the night last night. Albanian terrorists were seen opening sporadic fire on the Vardar River valley from Mt Zeden south-west of the border crossing of Blace, where German Kosovo Force (KFOR) logistics troops are stationed. Armed groups wearing black uniforms were spotted in Tearce, a village in the Tetovo area, and they are terrorising the villagers in an attempt to expel them, Trendafilov claims. The paper Dnevnik reports that Albanian extremists have been seen in the villages south and south-west of Skoplje all the way to Mt Zeden as well as in several villages near Kicevo, Debar and Struga. Interior Minister Ljube Boskovski said last night that Aracinovo was controlled by Macedonian forces, which yesterday searched the village for the first time. Demining activities resumed today with detonations which could be heard in Skoplje. Macedonian forces have discovered several types of weapons in the village, from 120-mm mortars to rifles and ammunition from World War II. They also found a makeshift medical facility. European Union's permanent representative Francois Leotard and French constitutional law expert Robert Badinter should hold unofficial consultations with participants in Macedonia's political dialogue, including Macedonian experts who worked on the country's constitution, at Macedonian President Boris Trajkovski's office. Leotard made no statements upon his arrival in Skoplje. Badinter told the private TV station A1 last night that modern democracies preferred constitutions which protected the rights of all citizens. A constitution based on the principle of consensus does not offer an efficient democracy because it favours only one minority, however not in the ethnic but political sense, and it leads to a state of two nations whereas Macedonia has more than one minority, he said. This model is unacceptable also because it is part of the past and it failed in Bosnia-Herzegovina, he said. Macedonia has to turn to the future and promote minority rights in local self-government in education and culture, Badinter said. (hina) rml
