ZAGREB, April 26 (Hina) - The Croatian Parliament (Sabor) on
Thursday completed a discussion on a bill on reviewing the
privatisation process. During the debate many MPs demanded the bill
go into the third reading.
"If another discussion does not take place the Croatian Peasants'
Party (HSS) will not support the bill because it does not want to
participate in the absolution of all those who took part in the
privatisation in an immoral and unfair manner," Ljubica Lalic
said.
During the privatisation process great harm was brought onto the
Croatian people which did not deserve to be deceived once again, she
said.
The Social Democratic Party (SDP) bench deems there is no need for a
third reading as the adoption of good amendments could
significantly improve the law, Mato Arlovic said.
He added the SDP is "aware many injustices done during the
privatisation could not be rectified, but the law could restore
morale to citizens and trust into state institutions".
The Croatian Social Liberal Party (HSLS) also opposed the third
reading as, Mario Kovac said, "the law which represents one of the
basic electoral promises of the ruling coalition is late as it is".
The HSLS endorses the concept that the review be done only in
companies which are suspected of having performed abuse in the
process.
This, however, is the main reason of the Croatian Democratic Union
(HDZ) for criticising the law.
"Reviewing all privatised companies, by chronological order, will
diminish legal insecurity," Dario Vujic said. He assessed that
thus, all companies would be equal before the law, without review
being done on a voluntarism or political basis. Vujic asked for
another debate on the law.
The bill will be discussed by the Sabor after the government decides
on amendments.
The Sabor also ended a discussion on the final bill on state audit by
which the State Audit Bureau will be authorised to implement the
audit of the privatisation.
Most MPs feel the State Audit Bureau does not have sufficient man
power or resources to perform the privatisation audit effectively.
This gave rise to suggestions that audit companies should be
included in the process.
