ZAGREB, April 13 (Hina) - Proposing regulations on job titles and complexity coefficients in the public sector and state service, the Croatian government harshly violated the fundamental rights of trade unions to collective
negotiations, the Association of Croatia's Independent Trade Unions (SSSH) said in a statement Friday. The SSSH claims the regulations are contradictory to Conventions 151 and 154 of the International Labour Organisation and a declaration on fundamental principles and rights at work, dating 1998. Acknowledging a difficult economic situation in the country, the SSSH said the regulations should be in force until December 31, 2001 after which the problem of work complexity and material rights should be solved in collective negotiations.(hina) it sb
