MOSTAR, April 4 (Hina) - The government of Bosnia's Croat-Muslim federation and the Organisation for Security and Cooperation in Europe (OSCE) Mission to Bosnia have signed a memorandum on understanding aimed at controlling the budget
of the federation's Defence Ministry, the Mission's Office in Mostar said on Tuesday. This move by the federal government shows it realises the people have the right to know what happens to their money, said Mission head Robert Barry. It was said the aim of the control was to make spending in the defence sector transparent, help determine if further control would be required, and enhance supervision mechanisms. The OSCE Mission is hopeful there will be higher parliamentary control over defence-related issues, a higher military accountability towards civilian authorities, and a higher level of confidence and security among Bosnia's three constituent people.
