ZAGREB, March 29 (Hina) - The Croatian parliament on Thursday morning continued a discussion on draft amendments to laws referring to the financing of local and regional authorities and self-government which propose the transfer of a
part of the financing of public health, education and social welfare from the government to local levels. All MPs agreed that it was necessary to de-centralise the state administration, but many cautioned against additional tax burdens on the shoulders of citizens if new taxes be introduced in order to ensure the financing of the said issues at the local level. Some of those new taxes might be imposed, for instance, on not cultivated farm-land, unused business premises, or on cottages in the country or vessels. administration, but many cautioned against additional tax burdens
on the shoulders of citizens if new taxes be introduced in order to
ensure the financing of the said issues at the local level.
Some of those new taxes might be imposed, for instance, on not
cultivated farm-land, unused business premises, or on cottages in
the country or vessels.
Although the Government is willing to earmark 1.75 billion kuna for
the local financing and to set up a settlement fund for the
assistance of the underdeveloped areas, many MPs fear that units of
local authorities are still not ready to finance new obligations in
education, public health and social welfare.
