Annan's report was quoted by the Bosnian press on Sunday.
Thanks to its mission in Bosnia, the United Nations showed its
ability to fulfil a complex mandate with a strategic plan within a
real and limited time term, the UN secretary General wrote in the
report. He added that the UN mission in Bosnia had contributed to
the enhancement of the professional abilities of police officers.
The presence of the multinational police has encouraged an
increasing number of members of minorities to return, he added.
Annan complained that some measures which the UN mission in Bosnia
had been undertaking, such as the appointment of independent
political commissioners and members from minority peoples in the
police, still encountered the political obstruction.
Annan called on Bosnian authorities to speed up judicial and
legislative reforms and extradite war crimes suspects to the Hague-
based UN tribunal.
