that national minorities' parliamentary representatives should be
elected through party or independent lists in one state level
electoral unit, HSP president Anto Djapic told reporters in Rijeka

Djapic said HSP's vote on the constitutional law on national
minorities was closely related to the position and right to vote of
Croatian emigrants who are not Croatian residents. Djapic said they
should be enabled to vote by post.
Djapic said the HSP did not have a problem with national minorities
but that "some minority representatives behave as though they were
the instruments of someone else's policy". He mentioned Serb
representative Milorad Pupovac, saying he acted as if Croatia were
his enemy, and Furio Radin, who Djapic said must implement the
Croatian and not the Italian policy.
The HSP leader objected to sending Croatian troops to Afghanistan,
saying this would not bring Croatia closer to NATO as it had already
been decided that Croatia would be admitted to the alliance
together with Serbia.
Djapic also commented on the social situation and the state of the
shipbuilding industry, saying it was disastrous.
