Yugoslav Constitutional Commission on Friday unanimously adopted a
constitutional charter for the new union of Serbia and Montenegro.

The basic institutions of the new state should be constituted by 31
January 2001. The Yugoslav, Serbian, and Montenegrin parliaments
should adopt the supreme legal act of the future union by the end of
the year, following the formulation of constitutional laws
required for the charter's implementation.
The adoption of the constitutional charter meets a significant
condition necessary for the new Serbia-Montenegro union to be
admitted to the Council of Europe and for the start of talks with the
European Union, said Dragoljub Micunovic, president of the
Yugoslav parliament's Council of Citizens.
