The CPT was set up in 1987 after the signing of the European
convention on the prevention of torture and inhuman or degrading
treatment or punishment.
The committee's members can at any time visit any detention centre
in all 44 member-states of the Council of Europe, announcing their
visit only 24 hours in advance, and interview detainees eye-to-
eye.
Based on their findings, the experts compile reports on the
situation in a country.
A CPT delegation visited Croatia last time in September 1998.
