the judiciary in Southeast Europe began in southern Croatia's

The three-day event has pooled about 100 representatives of
constitutional and supreme courts, justice ministries, law schools
and lawyers from nine countries.
The conference has been organised by a German foundation for
international legal cooperation and the German justice ministry.
Reforming the judiciary is one of the priorities in the
strengthening of democracy and the rule-of-law, said Mattias
Wekerling, the head of the German foundation.
The Dubrovnik conference addresses reforms in the judiciary,
independence of courts, the education of judges, distraint, and
stepping up proceedings, said Wekerling.
Croatia's Deputy Justice Minister Miljenko Kovac said the
government had adopted a judiciary reform strategy and expected the
passing of laws aimed at improving the efficiency of the system.
