LJUBLJANA, Dec 4 (Hina) - Slovenia considers that talks between
Yugoslavia and Croatia on a temporary regime on the Prevlaka
peninsula and the Boka Kotorska Bay are particularly significant
because they could inspire Ljubljana and Zagreb to deal with their
own territorial disputes, the Ljubljana "Delo" daily reports in
Thursday's issue. #L#
In its editorial for Thursday the paper reminds that the initialled
agreement on the demarcation of Piran Bay, or rather Savudrijska
bay, which was later abandoned was actually described in Croatia as
a negative precedent that could be utilised by Montenegro.
The demarcation between Croatia and Montenegro in Boka Kotorska is
particularly interesting for Slovenia because Croatia's starting
point was similar to the Piran Bay case where the demarcation was to
be in the middle of the bay. On the other hand, Montenegrin experts
responded that their basic point of negotiation is in keeping with
the Badinter commission, that is, to maintain control of the bay as
it did in the framework of Yugoslavia, Delo said.
The daily continues that this line of thought is in keeping with the
logic that Ljubljana had in its negotiations with Zagreb and so if
Croatia settles to Podgorica's demands that the demarcation be in
the first basin of the bay, a precedent could be set which could be
inspiring for the Slovenian-Croatian demarcation issue.
This turn of events could denounce theories by the former head of
Croatia's negotiating team Hrvoje Kacic that because of
Montenegro's aggression in 1991, Croatia would never be prepared to
ease up in negotiations with Montenegro, Delo's editorial
concludes.
