PRISTINA, Nov 18 (Hina) - The United Nations Secretary-General Kofi Annan, who on Monday arrived in Pristina on a two-day visit to Kosovo, said the incumbent leadership in Kosovo had particular responsibility for the preservation of a
multiethnic community in the area, which required dialogue to be held both inside Kosovo and with Belgrade and others in the region.

Annan, who on Monday arrived in Pristina on a two-day visit to
Kosovo, said the incumbent leadership in Kosovo had particular
responsibility for the preservation of a multiethnic community in
the area, which required dialogue to be held both inside Kosovo and
with Belgrade and others in the region. #L#
Addressing the political leadership, cultural outstanding persons
and religious dignitaries, who gathered in the Art Gallery in
Pristina, Annan said joint efforts were required for ensuring that
the progress so far achieved in Kosovo might be of the interest of
all citizens. In this context he pointed to the right of refugees to
come back to their homes.
Apart from standards, supported by th UN Security Council as
guidelines for the further development of Kosovo, the most
important thing is the institutionalisation of the rule of law, as
the main condition for progress in all other fields, Annan told
Kosovo President Ibrahim Rugova, UN Civil Administrator Michael
Steiner and other officials in the gallery.
