ZAGREB, Nov 7 (Hina) - The European Parliament on Thursday adopted a resolution on the European Commission's first annual report on the Stabilisation and Association Process (SAP) in Southeast Europe which calls on Croatia to fully
cooperate with the ICTY.

resolution on the European Commission's first annual report on the
Stabilisation and Association Process (SAP) in Southeast Europe
which calls on Croatia to fully cooperate with the ICTY. #L#
The European Parliament urges Croatian authorities to take note of
its recommendations in the resolution's second paragraph, urging
them to full cooperation with the International Criminal Tribunal
for the former Yugoslavia (ICTY), reads the resolution moved by the
Green Party's representative in the Parliament, the Netherlands'
Joost Lagendijk.
The resolution welcomes the steps the Croatian government has taken
towards a concrete improvement of relations with neighbouring
countries. It also insists on the importance of resolving border
determination issues with Slovenia, Serbia and Montenegro through
dialogue, and on the ratification of a border deal with Bosnia-
Herzegovina.
The resolution recommends the Croatian parliament adopt as soon as
possible a constitutional law on the protection of national
minorities, which is one of the conditions necessary for refugee
returns.
The European Parliament recommends to the Council of Ministers and
the European Commission to refrain from moving to the next stage of
the SAP, and/or consider the possibility of partially or fully
suspending financial assistance to either of the five countries
participating in the Process if they fail to meet three political
conditions: full and effective cooperation with the ICTY,
effective implementation of the refugee return policy and of the
active policy against organised crime, corruption, and trafficking
in humans, drugs, and arms.
