It is paradoxical that 75,000 people in the construction field are
registered with the Croatian Employment Bureau as unemployed but
5,000 workers necessary for works on the Zagreb-Split motorway
cannot be found, Cacic told reporters.
Now the Public Works Ministry, Croatian Motorways and the
Employment Bureau can take steps, he said. This means that all those
with qualifications who fail to report for openings on motorway
construction will be deleted from the Employment Bureau database,
Cacic announced.
Many on the unemployed list of the Employment Bureau do not want to
work and many work illegally, said the minister.
Speaking about preventive measures, he said that starting now each
inspection discovering black labour may close down the companies in
question.
Despite excellent wages (between 4,500 and 9,000 kuna), plus
accommodation, food and allowance, workers for construction on the
Zagreb-Split motorway cannot be found, said the minister.
Major contractors need 1,600 workers at once and it is realistic to
assume that smaller companies need as many, so the current need for
workers is 5,000, said Cacic.
The minister confirmed that labour was indeed being imported but
that the figure was not high. However, besides several hundred
workers from Bosnia-Herzegovina who have dual citizenship and
require no work permits, there are workers who have not been
registered, which is the fault of an inefficient state, Cacic
warned.
