a draft programme for fighting poverty and social exclusiveness,

According to national scales, ten percent of the population,
435,000 people, is poor. However, Croatia is specific in that its
rate of subjective poverty is very high and almost 80 percent of the
population consider themselves poor, Labour and Social Welfare
Minister Davorko Vidovic said at a government session debating the
draft programme.
According to international poverty scales (US$4.3 daily per
person) in Croatia 4.8 percent of the population is under the
poverty line. If measured according to national scales (US$2,090
per person per annum), ten percent of the Croat population is poor.
These are the results of the first national research on poverty
conducted in 1998.
The proposed programme outlines that next year a minimum income
will be determined, alongside the need to ensure that all who are
employed receive a salary. Before the year's end a law should be
adopted on the establishment of an agency for the protection of
workers' claims.
