Slovene government advisor on border issues, Miha Pogacnik, told

"Arbitrators would not be able to ignore the already achieved
agreements and confirmed solutions, and arbitration should include
the entire border, because Slovenia made concessions in
negotiations on the land border," Pogacnik said. He said
arbitration would require time and agreement between the two sides
and could last up to several years.
According to Pogacnik, Slovenia has the "historical right" to
access to the international waters, because it enjoyed that right
while it was part of the former Yugoslavia.
In his opinion, Slovenia should wait before passing a decision on
arbitration as long as there is the slightest chance of the
initialled Drnovsek-Racan agreement being adopted.
