BH Presidency member Zivko Radisic told journalists that the
Bosnian state leadership at the same time gave its support to the
work of the inter-state expert commission that is supposed to come
up with a final solution on the location of the border crossing near
Kostajnica which is currently open only for passenger traffic.
It is expected that a solution could be reached within the next six
months.
The presidency of BH also adopted a decision of the new structure of
the Permanent Commission for Military Issues (SCMM) as well as
bodies at the state level responsible for defence and national
security issues.
The SCMM is a surrogate for what is usually the defence ministry in
other countries, and will in future consist of the three members of
the Presidency as well as the presidents of both entities, the
chairman of the Council of Ministers and the Foreign Minister.
The body would make decision with a majority vote however, it is
foreseen that each of the three members from the BH Presidency could
put a veto on any decision.
This would automatically limit the possibility of adopting any
decision that may be objected to by one of the entities.
The decision of the new structure of the SCMM is still far from
meeting an international community demand under which Bosnia
should set up a federal defence ministry if it wishes to access
NATO's Partnership for Peace programme.
Last week the SFOR chief commander, General John Sylvester, advised
Bosnian authorities of this condition.
