In the continuation of the debate on Friday afternoon, it was still
uncertain whether the ruling coalition would manage to gather the
necessary number of deputies who would vote for the ratification.
One of the parties in the ruling coalition, the Croatian Social
Liberal Party (HSLS), is against the ratification, and the votes of
its deputies seem to be wanting for the 76 votes.
On Friday afternoon Mato Arlovic, the head of the committee for the
constitution, rule book and political system, said the committee
had concluded that the parliament should decide whether it would be
necessary to collect a majority half of MPs for the ratification,
because of the importance of the agreement.
The committee, however, believes that a simple majority could be
sufficient as there are no Constitutional or legal provisions
asking from the parliament to ensure a majority half or a two-thirds
majority for the ratification.
The parliament's head, Zlatko Tomcic, replied that the parliament
would discuss the said committee's conclusion at the end of the
debate on the ratification and prior to the voting.
