ZAGREB, June 17 (Hina) - The Croatian Parliament President and leader of the Croatian Peasants' Party (HSS), Zlatko Tomcic, said on Monday his party believed that it was no time for talks on an early election, and that a new electoral
model could be discussed in more detail only in the autumn.

early election, and that a new electoral model could be discussed in

"We have not completed our job. In the past two and a half years we
have created some conditions for economic and social changes...
Withdrawal would be fatal for the coalition. By withdrawing we
would admit that we are not capable of running the state and dealing
with problems," Tomcic said in an interview with Croatian Radio.
The HSS believes that the new law should secure a more lasting
electoral system, prevent election engineering, and secure the
maximum of the voters' will.
The HSS, therefore, supports an electoral system based on the
combination of majority and proportional (50:50) systems, and
believes that the diaspora should have representatives in
parliament, however, without Bosnian Croats.
The diaspora should have two-three seats in the parliament, but its
representatives should be elected from a separate list, Tomcic
said.
Commenting on the representation of national minorities, Tomcic
said the issue of whether minority representatives would be elected
from both party and minority rosters was still open.
Commenting on the official results of a recent census and a decrease
in the Croatian Serb population, Tomcic said the changes were the
result of the war and the crazy policy of Slobodan Milosevic which
he said promoted, among other things, the idea of all Serbs living
in one state.
