climax of the process of coming out onto the international scene.

Wednesday marks the 10th anniversary of Croatia's becoming the
178th country accepted to full membership to the United Nations.
Mesic says in the message that by joining the ranks of UN members,
Croatia successfully crowned its wish to become a full member of the
international community and transform from a political object into
a political subject.
That success, however, was not complete because in the first years
of its existence, Croatia was not accepted, Mesic says. He adds the
former government's policy was responsible for this state of
affairs by portraying Croatia "to the world as an unreliable
partner, bringing us into conflict with the international
community more than once."
"The changes that took place a little more than two years ago
created a new climate in this area too. Today we can do more than we
could before, and it is up to us to use the opportunities that
objectively exist. This is particularly so in relation to our
membership to the United Nations" which we have to use more
effectively than until now, President Mesic notes in his message.
"Let's take every opportunity to strengthen the principles of the
Charter of the world organisation, but let's also actively
contribute to the endeavours to implement reforms that will adapt
it to the demands of the times", the message to the press notes.
