The justice system in Bosnia was until now strictly divided by
entity borders. There were no judicial bodies on the state level,
with the exception of the Constitutional Court with very restricted
authorities, and the Human Rights House.
The judges of the Bosnian Appellate Court -- which is the official
name of a department within the institution -- will have a mandate
of three years and their first task would be to decide on possible
appeals to decisions of the Bosnian Electoral Commission and the
Electoral Council of Appeals, since the process of certifying the
candidacies of political parties and individuals for the October 5
elections has already begun.
The state court will consist of three departments: the penal,
administrative and appellate departments. The appointment of
judges for the other two will be carried out later.
