In addition to tasks of a humanitarian nature, the OSCE Mission to
Croatia monitors a large section of the political and social life in
the country which is included in the Stabilisation and Association
Agreement, signed with the European Union, Semneby said, adding
that the Mission's objective was to play a constructive role in the
achievement of Croatia's strategic foreign policy objective - full
EU membership.
Speaking about refugee returns, Tomcic pointed out problems with
property-rights relations, the Sabor said in a statement.
Once Croatia adopts a constitutional law on the rights of national
minorities, in addition to previous legal solutions to that
problem, it will be among leading democracies with regard to the
level of human and minority rights, Tomcic said. Once this
objective has been achieved, the Erdut Agreement could be put out of
force in favour of normalising co-existence in areas that were
encompassed by the process of peaceful reintegration, he added.
Semneby agreed that psychological barriers and issues related to
reconstruction funding still posed obstacles, but noted the
numerous positive examples in local communities such as that of
Vukovar-Srijem and Osijek-Baranja counties, which he said
confirmed that the efforts Croatia was investing produced evident
results.
