SARAJEVO, April 22 (Hina) - Bosnia's Croatian Democratic Union (HDZ) and the Party of Democratic Action (SDA) have isolated themselves from political processes by refusing to participate in the passing of constitutional amendments and
will remain isolated, the international High Representative in Bosnia has said.

themselves from political processes by refusing to participate in
the passing of constitutional amendments and will remain isolated,
the international High Representative in Bosnia has said. #L#
The two parties have rendered themselves politically insignificant
and to become political factors once again, they have to show they
are willing to actively implement the constitutional amendments,
Wolfgang Petritsch told Monday's edition of the Dnevni Avaz daily.
Failure to do so will result in their disappearance as political
dinosaurs which were unable to follow the changes that took place in
Bosnia, said Petritsch.
Wherever democracy takes root and the development of civil society
begins, nationalist parties lose the monopoly in representation,
Petritsch said. He was sure this would happen in Bosnia.
He added that an agreement on the model of implementation of a
Bosnian Constitutional Court decision on the equality of the three
peoples throughout the country would be fully implemented by the
end of the year.
Bosnia will have to follow that by carrying out additional legal and
political reforms aimed at the reduction and rationalisation of its
hypertrophied political administration and structure of
authority, said Petritsch.
Bosnia cannot have that many levels of authority, he said, adding
that the best solution would be to reduce the authority apparatus on
the levels of the two entities.
