their being constituent throughout the country, the parliament
said in a statement on Monday.
The statement followed a meeting between Croatian Parliament
Speaker Zlatko Tomcic and the regional coordinator of the Stability
Pact for South-Eastern Europe, Donald Smith, to discuss
constitutional changes in Bosnia-Herzegovina. #L#
Tomcic and Smith agreed that the ability of the three Bosnian
peoples to adopt constitutional changes on their own, without
intervention by the High Representative, would be a sign of the
political maturity of the country's political forces.
Bosnia-Herzegovina's functioning as an integral state is of
crucial importance to stability in the region, Tomcic said,
pointing to the need for symmetrical solutions in both entities.
That would require the establishment of a House of Peoples in the
Bosnian Serb entity, he said.
