PODGORICA, March 14 (Hina) - The pro-Montenegrin bloc is shocked
and disappointed, and the pro-Yugoslav one is gloating and
considers itself the victor in the race on Montenegrin the
political scene after Serbia and Montenegro signed an agreement on
a new union on Thursday.
The Montenegrin Social Democratic Party said the result of
negotiations in Belgrade "represents a classic abuse of trust and
an act of misleading Montenegrin citizens who opted for
independence, freedom and Montenegro's international
recognition,". "Montenegrin negotiators in Belgrade did not have
the authority to adopt and sign something which represents an end to
Montenegro's idea of realising state independence," the party
said.
The party will insist that the agreement be annulled and a
referendum on Montenegro's independence carried out.
"The Liberals are shocked with the Belgrade agreement,"
parliamentary speaker Vesna Perovic said.
Leaders of the pro-Serb coalition "For Yugoslavia" said that "this
is an end for the separatist project of Milo Djukanovic,
Montenegrin President who stopped on the edge of an abyss," and the
"Serbian and Montenegrin union is preserved."
Montenegrin Prime Minister Filip Vujanovic said that the agreement
secured a right to a status referendum for Montenegro. He said the
agreement is "exceptionally valuable, because the EU verifies the
right to a referendum and defines its date."
He added that "with the agreement, Montenegro has kept all its
economic sovereignty instruments."
The new union is not formally constituted by a constitution adopted
by the federal parliament, but a constitutional charter which is
adopted by both state's parliaments, and then is submitted to the
union's assembly, he said.
