According to the report, entitled 'Croatia 2000-2003', the incumbent government has achieved internal political and economic stability and kickstarted economic development. The statements are corroborated with data on a 5.2 percent economic growth in 2002, which was the highest growth rate in the region. The government also pointed to the successful road construction, increased army and police efficiency, reduction of military and police staff, and lower costs.
