election campaign.

The commission's decision follows a complaint by the Croatian Bloc
(HB) party over a statement by Frank Bilaver, a member of the
National Council of the Croatian Democratic Union (HDZ), on the web
site of IMOart Forum Croaticum.
The coalition of the HB and the HIP (Croatian True Revival) told a
news conference on Monday that they regarded Bilaver's statements
as a "serious threat" to its candidate in constituency no. 10, Mirko
Condic.
Bilaver wrote that Condic "deserves a gold monument" for what he had
done in Croatia's war of independence, but that he also "deserves to
be hanged from the same monument for treason," referring to
Condic's joining the HB.
The Ethic Commission said Bilaver's statements posted in the forum
were unacceptable because they "directly or indirectly" incited
violence.
