aid under a bill adopted by the Senate provided it cooperates with

The Senate on Friday adopted its version of the law on foreign aid in
the amount of $18.4 billion from the 2004 budget.
According to earlier announcements, the aid to Serbia and
Montenegro was expected to total $113 million, of which 98 million
would be allocated to Serbia and 15 million to Montenegro.
Serbia would receive the aid after March 1 next year if the US
president confirms it has met the requirements.
The requirements for aid do not apply to Montenegro and Kosovo.
The Senate and the House of Representatives of the US Congress,
whose versions of the law differ insignificantly, must now
negotiate before they adopt the final bill, which will then be sent
to the president for signature.
