Presenting the programme in June 1999, the then secretary of state,
Madeleine Albright, said that the US offered a reward of five
million dollars for information that would result in the arrest in
any country of any person indicted before the UN Criminal Tribunal
for the former Yugoslavia in The Hague.
The purpose of the programme is to increase the chances of fugitive
indictees being transferred to the UN detention unit in The Hague.
Anyone who provides reliable information is offered absolute
protection. All new indictees are added to the programme
automatically.
