All leading parliamentary parties were in favour of the dialogue,
but they expressed some objections to the way preparations for
negotiations were conducted and possible topics of the talks.
Addressing MPs at the start of the session, Kosovo Premier Bajram
Rexhepi said his cabinet was not willing to take part in the
dialogue with Belgrade without a political decision of the
parliament and a political consensus.
The Contact Group and the European Union have asked the Kosovo
parliament to support the government in opening dialogue with
Belgrade.
A letter was forwarded to the Kosovo assembly from New York which
says that the UN Civil Administrator for Kosovo, Harri Holkeri,
will lead only one part of Kosovo's delegation at the talks, while
the other co-chairman of the delegation will be appointed by local
institutions.
Belgrade and Pristina are expected to commence negotiations in
Vienna on 14 October.
