Croatia's official in the committee in charge of the division of the
financial assets of the former Socialist Federal Republic of
Yugoslavia (SFRY), Zdravko Rogic, said on Friday that the Deputy
Finance Minister of the Russian Federation, Sergey Kolotuhin, had
informed him of this proposal during negotiations on a draft
memorandum between Moscow and the countries-successors to the
former SFRY, which were held in Belgrade this March.
On 17 September, Kolotuhin and representatives of the countries-
successors to the ex-SFRY signed the said memorandum on Russia's
the clearing debt which reads that the debt amounted to 1.292
billion of dollars as money of account in the clearing payment
scheme.
Croatia is entitled to 23 percent of the debt, namely USD297.1
million with the factor of conversion (discount) of 37.5 percent,
which means that the final amount which Croatia could get is some
186 million dollars, said Rogic who signed the memorandum on behalf
of Croatia a week before in Moscow.
It was agreed that Russian companies' engagement in mine clearance
jobs in Croatia will be worth between 30 and 35 million dollars. As a
result, Moscow is willing to pay the rest of some 150 million
dollars in cash to Croatia, Rogic explained.
Every successor country will hold bilateral talks with Russia on
models and dynamics of the payment of the rest of the debt.
Negotiations on the issue can start between Croatia and Russia as
soon as Zagreb appoints its negotiator in the matter, he added.
