The new draft act envisages that all state-owned stocks and shares
should be listed in a single portfolio, which would be run by the
Croatian Property Fund that would include the existing Croatian
Privatisation Fund (HFP).
Most parliamentary parties opposed the adoption of a law in urgent
procedure. However, the decision on having the bill in two
parliamentary readings could not be made because of a lack of
quorum.
To adopt the law at the last session means to burden the new
government, and you should be sure that the new HDZ government
definitely has not this concept of privatisation, said Ivan Suker
from the opposition Croatian Democratic Union (HDZ) on Tuesday.
The club of the Croatian Peasant Party (HSS), which is one of the
parties in the ruling coalition, also believes that the process of
adoption of the new privatisation law should be slowed down and the
proposal be discussed in two readings.
The discussion on the bill turned into a comprehensive debate on the
process of privatisation in the country for the past 12 years.
Damir Kajin of the Istrian Democratic Assembly (IDS) said that for
Croatian citizens privatisation had become a byword for plunder. In
addition, the current law on privatisation served as a basis for the
worst injustice inflicted on citizens, after the Serbian
aggression, he said.
The parties in principle supported a programme for workers' share-
holding known as ESOP, but doubted that it was feasible.
