decision of the authorities to reform the defence system and urge
them to pass a law which will establish a state-level intelligence

In a statement delivered to the media on Saturday after a two-day
PIC session in Sarajevo which ended yesterday, the Council says
economic reforms represent an important part of the adjustment of
Bosnian institutions to European Union standards.
The establishment of a single customs administration and modern
value added tax system will turn Bosnia into a more efficient single
market and an attractive proposition for investors, which in turn
will create new jobs, read the statement.
The PIC called on Bosnia's Council of Ministers to adopt a draft law
on indirect taxation and put it to parliament so that it could go
into force on January 1, 2004. Otherwise, Bosnia will continue to
face cash drain, which will keep state finances from improving, it
added.
The PIC also supported a commission set up by the international high
representative in the country for the purpose of unifying the
southern city of Mostar, currently divided into Croat and Muslim
sections.
