The Constitution may be changed only by the will of the country's
three constituent peoples (Croats, Serbs, Muslims) or at a new
international conference, he said.
"If they wish to create instability again and divide us for good,
let them raise such issues," Cavic said, adding that his message was
for "the intellectual circles in Sarajevo" and for those who raised
the issue of reorganising Bosnia and Herzegovina in 1991.
