ZAGREB, Sept 23 (Hina) - A job is the best guarantor of social security and European Union guidelines for the reduction of unemployment can be applied in Croatia via the CARDS programme, the chief of the European Commission delegation
in Zagreb, Jacques Wunenburger, said on Tuesday.

security and European Union guidelines for the reduction of
unemployment can be applied in Croatia via the CARDS programme, the
chief of the European Commission delegation in Zagreb, Jacques

He presented an EU project for the restructuring of the labour
market, whose aim is to adapt such markets in transition countries
to European standards.
The EU has invested EUR900,000 as technical assistance in Croatia
to date and will donate EUR1.5 million by November 2004 for the
employment of surplus labour in restructured companies.
Labour and Social Welfare Minister Davorko Vidovic said nobody had
lost in the reform of the Croatian labour market but that all were
benefiting. "Employers have an easier job, and workers' rights have
been additionally protected."
The minister said the labour market reform would not yield the
desired results unless the education system was reformed too. He
suggested education should be placed under his ministry, which
would thus become the ministry of labour, employment, education and
science.
The head of the Croatian Employment Bureau (HZZ), Sanja Crnkovic-
Pozaic said the HZZ had turned from a social institution into a
partner in Croatia's development.
