ZAGREB, July 9 (Hina) - The Constitutional Court passed a ruling on Wednesday abolishing telephone subscription, but decided the ruling would not go into force before October 31 to give enough time for relevant bodies to regulate the
issue in line with the Constitution and laws.

Discussing the proposal by the "Potrosac" consumer association,
most judges said that the subscription fee was a form of tax for
which there was no legal foundation and which put users of telephone
services in an unequal contractual position.
Four judges, who disagreed with the ruling, cited the example of 15
European Union countries where they said the phone subscription fee
was charged and totalled around 13 euros, as in Croatia. They
believe that the subscription fee is not an issue and that it does
not violate any of the basic human rights which the court is
supposed to protect.
