government's proposals for amendments to the Penal Code, which,
according to this organisation, might limit freedom of expression,
reads a statement released by the Vienna-based SEEMO, a network of
editors, media executives and leading journalists in South East

The statement says that "according to information before SEEMO,
some of the proposed amendments limit freedom of expression and
represent a retrograde step in the enactment of legislation that
should meet international standards".
