ZAGREB, June 24 (Hina) - Croatia's ombudsman received 1,558 complaints last year, 11 percent less than in 2001, according to the ombudsman's report for 2002 which parliament is discussing on Tuesday.

The bulk of the complaints was lodged in Zagreb, Split, Osijek,
Karlovac, and Petrinja.
Dominant among the complaints are those pertaining to social
security, namely violations of pension and disability insurance
rights, health care, welfare, and labour relations rights.
Many complaints refer to the work of courts owing to the high number
of pending cases pertaining to property and housing law.
There is a total of 1,031 pending complaints. Lodging new ones has
been limited due to insufficient funds and staff.
This year the ombudsman for the first time ever refrained from
assessing the state of human rights, measures which the government
was undertaking to protect him, and proposing new measures.
