The government suggested a number of good solutions, but it should
have made more decisive changes, said Vladimir Seks of the Croatian
Democratic Union (HDZ).
The HDZ and Social Democratic Party benches welcomed proposed
deadlines for the completion of labour disputes -- those at courts
of first instance would have to be completed within six months, the
appeals process would last 30 days and higher instance rulings
would have to be passed in eight days.
Seks believes that such limitations should also be introduced in
proceedings dealing with property-rights relations.
The Croatian Party of Rights bench views the changes as too radical.
Miroslav Rozic said courts were given too much authority in cases of
abuse of rights in civil procedures.
Party benches endorsed the government's intention to secure faster
and more efficient distress processes through amendments to the
Distress Act.
