access, drawn up by 17 non-governmental organisations, will be the
topic of a debate the Croatian Helsinki Committee on Human Rights is
organising in Zagreb on Monday. #L#
The NGOs launched the initiative to pass said law in March claiming,
among other things, that Croatia is the only country in transition
without a law on the availability of information.
The law would stipulate that all information at the disposal or
under the control of state authorities must be available to all
interested parties, not solely the media but citizens and legal
persons as well.
Besides information which the law has stipulated constitutes a
state, military, official, professional, or business secret, the
draft law mentions cases of exemption from the obligation to
provide information when the provision of such information would
endanger others' rights.
By adopting the law on the availability of information, Croatia
would join 80 countries which have passed such a document in the
last five years. The 17 NGOs say representatives of the authorities
have endorsed their initiative.
