Only Davor Suker of the Croatian Democratic Union and Djuro Njavro,
an independent MP, criticised the draft.
Suker said that business people were still in a situation in which
they could not pay liabilities to the state at once, and that the
state should retain the system of payments in instalments.
Njavro said it was impermissible that the finance ministry had not
acquainted committee members with fresh statistical data on state
finances, adding that even the budget for 2003 had been passed "in a
complete fog".
Njavro believes that it is good that Croatia has for the first time
begun to plan the situation in state finances two or three years
ahead, assessing this as an important headway because of which the
draft law which envisages this should be adopted.
