endorsed the government-sponsored railways bill in the first

The act regulates the transformation of the railway system in
Croatia which should discontinue the monopoly in this segment of
transport and adjust the national railway system to European Union
standards so that as of 2005 Croatia should offer possibilities for
a number of railway companies.
The law is to take effect on 1 January 2005, and until Croatia's
admission into the EU, the ministry of maritime affairs and
transport should be in charge of regulating the changes.
