ZAGREB, April 17 (Hina) - The Croatian government on Thursday passed a decision to de-classify files compiled during the term of former defence minister Gojko Susak, which were requested by the U.N. war crimes tribunal for former
Yugoslavia (ICTY), and hand them over to the tribunal, the government's public relations office reported.

The government also adopted amendments to a decree on the internal
organisation of the finance ministry envisaging changes to the
organisation of the Tax Administration, in line with the Law on
Obligatory Insurance Contributions. The law regulates that the tax
administration calculates and collects contributions and
establishes the basis and monthly amount of contributions for
physical persons who pay their own contributions.
The government also adopted changes to a decree determining
buildings which are of importance to Croatia. The changes transfer
the right to issue location permits for border crossings from
county state administration offices to the environment protection
and zoning ministry.
A report was adopted on the implementation of the Law on Areas of
Special State Concern, as well as a decision on the value of
compensation for damaged property, and a decision authorising the
public works, reconstruction and construction minister to sign the
negotiated damages.
The amount of damages for people who have not been given back their
property in time frames set by the Law on Areas of Special State
Concern is seven kuna per square metre.
Ministers also decided to grant guarantees to the Croatian
Reconstruction and Development Bank or the Privredna Bank Zagreb to
finance the construction of a ship, ordered by Grimaldi Compagnia
di Navigazione S.p.A., Naples, at the Pula shipyard.
The government passed a decision on the start of application of
customs tariffs stipulated by the Decree on Customs Tariffs for
2003, which pertain to the import of goods from Albania and
Lithuania.
Participants of the session also passed a decision to sell to Centar
Bank in Zagreb the claims of the Finance Ministry towards "Djuro
Salaj" company from Vinkovci, which is in bankruptcy. The debt
totals 2.4 million kuna.
The government forwarded into parliament a report saying it had no
objection to draft changes to the statute of the Croatian Institute
for Pension Insurance.
The government also adopted changes to a decision excluding a
section of maritime demesne near the state road D-40 from general
use and giving it to the Croatian Roads company to manage.
The ministers initiated a process of concluding an agreement
between the EUROCONTROL and Croatia on the EUROCONTROL providing
support in the implementation of the first phase of the airline
safety and air traffic control project in the western Balkans.
The government also adopted a report on negotiations for the
signing of an agreement on maritime transport between the Croatian,
Belgian and Luxembourg governments.
