ZAGREB, April 8 (Hina) - According to the defence ministry and armed forces' regulations on professional development standards, of the total number of officers, 26 percent of them meet these standards, 36% can reach them and the same
number do not have the possibility of further professional development, the defence ministry said in a statement Tuesday.

According to the ministry's data, by 4 April a total of 4,228
employees have filed requests to leave the ministry and the armed
forces.
As far as non-commissioner officers as concerned, 15% fully meet
the standards, 57% can and 28% cannot meet them.
Regarding soldiers, 88.2% are in the first, 0.2% in the second and
11.6% in the third category.
Those in the second category will be allowed to reach these
standards through promotions or civilians or military education.
An advanced education by correspondence has been organised for
officers, to start in May and finish at the end of the year.
All active personnel who fall into the third category and all
civilians who will not be assigned to other workplaces, will have
the possibility to use the SPECTRA programme of transition and
care.
