LJUBLJANA, Feb 27 (Hina) - The Slovene parliament on Thursday adopted with 71 votes for and eight against changes to two articles of the country's constitution to enable legislative changes necessary for entry into the EU and NATO and
the holding of a referendum on joining the organisations.

The constitutional law on amending two articles of the constitution
envisages that, with a two-third majority of MPs, the parliament
may transfer the implementation of some sovereign rights to
organisations based on "the respect of human rights, fundamental
freedoms, democracy and the rule of law", as well as that Slovenia
may enter a "defence pact with countries which are based on the
respecting of these values".
The constitutional changes also define the validity of referendums
on joining the EU and NATO, since referendum regulations have not
been completely clear.
The referendums will succeed if more than half of voters who turn up
for the ballot vote for the issue for which the referendum has been
called.
